Send Notifications
At scheduled time, staff receive reminder via their preferred channel (email/WhatsApp/push).

If no check-in by shift start + 10min, manager receives late alert with staff contact details.

- Notification preferences stored per user (opt-in/opt-out per channel)
- Quiet hours respected: non-urgent messages delayed until 07:00
- Delivery receipts tracked (email opens, WhatsApp reads where available)
- PII redacted in logs: phone numbers and emails masked
- Rate limits: max 10 notifications per user per hour (anti-spam)
